If Congress Pays What They Spent, There's No Need To Raise The Debt Ceiling

I can't get over how Congress is playing Americans for fools. They are telling you they need money to pay what they've already spent but they need the debt ceiling increased. Why? If you paid what you spent, you cleared out space to use that money again. There's no need to raise the debt, correct?
