According to Ukrainian media "Russian orcs" specifically targeted this civilian building to kill as many civilians as possible as retaliation to their failures on the frontlines.

This is an absolute lie, first of all today was an extremely successful day for the Russian side.

Secondly no one is going to spend a million dollar worth rocket on a useless civilian building.

this could have easily been one of the Ukrainian air defence rockets that are well known to malfunction especially in foggy and rainy days like today.
