An APRA request to the Westerly school department asking for receipts to justify the monthly out-of-pocket expenses of $400 given to Westerly Superintendent Dr. Garceau. The response to this APRA request was “Westerly public schools does not maintain any records, invoices or receipts responsive to this request”.

In addition to the no receipts necessary for this expense, Dr. Garceau receives paid membership fees and dues in what is quoted as: professional organizations. The contract shows the town will pay up to $3,000 per year yet in the past two fiscal years, that figure totaled over $7,000 which exceeded contract limits.

The largess for this examination of Dr. Garceau’s contract suggests either the expenses are valid and justified without proof or a veiled way to pad his salary known as add-ons.
