This Penny's quest focuses on the Seedium plant Icebloom and was offered between between January 4, 2023 and January 11, 2023.

Icebloom is a member of the Winter-Mint family.
Costs 200 Sun. ( -25 Sun at levels 3, 6 and 9)
Icebloom does 200 damage to all zombies in a 3x3 area. (+50 damage per level.)
Zombies defeated this way will be turned into an ice block. Said Ice Blocks will have 200 health. (+50 per level.)
All other zombies will take 50 damage. (+25 damage per level.)
Zombies in a 3x3 area will be frozen for 7 seconds. Others will be frozen for 5 seconds. (+1 second per odd level.)
Zombies in a 3x3 area will also be chilled for 8 seconds. Others will also be chilled for 6 seconds.

Commentary:
The closest comparison we see is this is a plantable version of Iceberg Lettuce.

Bottom Line:
There are some good things about this plant.
• Extinguishes all flames.
• Freezes all zombies on the lawn.
• Chills all zombies on the lawn.
• Eliminates all chickens and zombies.
• Ice blocks stops zombies.

We just prefer our plants to eliminate zombies, not just delay them. We feel that for 200 Sun to stop the zombies for a few seconds seems inefficient. Surely there are better options for the Sun cost and the seed slot.

Players start with 2,300 Sun.

I do not get a preview of Penny's Pursuit before it is released. So what you see is what players will get.

I also try to vary the strategies from week to week and showcasing different plants and strategies and ideas. Using the same strategy week after week would be boring to see.
