It's common for one or both shoulders to be stuck in an elevated position. This might come about as a bad habit, for example from carrying a shoulder bag or a handbag with a shoulder strap. The solution is to mobilise the Levator scapulae, while at the same time, mobilising the entire neck shoulder girdle and upper body.
