Horner on the Red Bull F1 budget cap penalties

It's no secret that Red Bull was penalized for going over budget during the 2021 Formula 1 season - an offense with many fans in arms.

With the season-ending with just 3 points between the first two drivers, it's clear that every cent spent on car development mattered.

But the penalty issued by the FIA was minuscule - a 10% reduction in wind tunnel time and a 7 million dollar fine.

This left everyone feeling like no team would be held accountable for overspending the following season until Christian Horner, RedBull's team principal, announced something that could completely alter the 2023 Formula 1 season.
