There was massive, well documented, perfectly non-conspiratorial balloon war machine production starting in WWII. They had entire fleets of tanks, trucks, airplanes, and yes, rockets, that were literally just helium balloons. They were used to fool the enemy (that's you in this case) into believing the US had resources, materiel and manpower that it actually did not.

That big jet they rolled out of Afghanistan when they said they were pulling out was a balloon, too.
