Before Bringing your pc to a repair shop please try this one trick.

Traditionally, users would be able to hold the power button to do a hard reset and the computer would reboot, and usually work fine. Or, users would be able to unplug everything, hold power button for 30 seconds and the computer would reboot. Unfortunately, with the new fast boot implemented by Microsoft, and that actually prevents your computer from a complete shutdown clearing your data. I find more times than not, you need to hold the power button for over 60 secs while unplugged. Give it a shot, I think many of you will be surprised.
