Households with strong financial pressures place a lower priority on sanitation and are less motivated to acquire a facility. School fees, food, livestock, healthcare, have greater priority for those with limited savings, and toilet construction is only considered if and when additional resources are available. In short, the necessity of a toilet does not outweigh other priorities, and rather it is viewed as a distant aspiration.
