On November 26, 2022 I Ptl. Mealer went with Sgt. Jenkins to assist Sgt. Watson on a suspected DWI traffic stop. Upon arrival I made contact with a white female who was identified as Ms. Parham I had Ms. Parham step out of the vehicle to perform SFST on her. The first test I performed was HGN Ms. Parham had lack of smooth pursuit in both her left and right eye as well as onset of nystagmus prior to 45 degrees in both eyes she showed 4 of 6 clues.
I then started the second test which is the 9 step walk and turn test. I demonstrated the test and explained it to Ms. Parham she then began the test, Ms. Parham started the test early and as she reached her ninth step stopped to ask questions again on how to turn around. At this time Ms. Parham did an improper turn and began to take her nine heel to toe steps back Ms. Parham showed three of eight clues on this test.
I then instructed Ms. Parham that we were going to take the one leg stand test. I explained the test to her and demonstrated it then had her take it. Upon starting the test Ms. Parham again began the test before I instructed her to start Ms. Parham miscounted while counting out loud she counted “one thousand eleven, one thousand twelve, one thousand eleven” she then began to sway and put her foot down Ms. Parham showed two of four clues for this test.
At this time I notified Sgt. Watson that Ms. Parham had failed her SFST and that I believed she was over the legal limit of .08 and was instructed to take Ms. Parham into custody for DWI. I placed Ms. Parham into the back of Sgt. Jenkins patrol car until Ptl. Creppel arrived and transported Ms. Parham to the police department.
