Issue Council Bunker: Drugs and De-sync

In this one I went to the objective location for Eliminate Drug Stash and went down the elevator. While waiting for the objective to update (Drugs Remaining: 655/655), I was engaged by a NPC, then another. NPCs then started spawning in on top of each other and in rapid succession. Eventually all the NPCs were eliminated and I was able to finish the mission. Previously, I would get 0/655 and the mission wouldn't complete.
