I think I can explain why, it goes back to the early 90’s. Florida had an abstinence only sex education which had been a push nationwide. There were lawsuits across the country including in Florida, mostly via planned parenthood. PP was winning cases all over, some in Florida. Many districts agreed to consent decrees to avoid a lawsuit. There may have been additional pressure from DOE in DC, but lots of pressure and litigation to eradicate the abstinence only curriculum.
