EVE Online FW Battlefields exploit and bug?

Looks like faction warfare battlefields can be exploiting by leaving one of the battlecruisers up which prevents the other npcs from respawning to the area. There also seems to be a weird bug that effects remote shield / repair ships that agros on blue faction npcs time to time.
