On November 13, 2022, at approximately 3:56 P.M., I was traveling north on United States Highway 63 near Harmony Church Road when I noticed a green passenger car traveling south with a broken windshield. I turned around to initiate a traffic stop and the driver made a sudden left turn onto Harmony Church Road.
I activated my emergency lights and siren, as I turned onto Harmony Church Road. I then notified Troop F Dispatch I was in pursuit of a green Toyota Camry. I noticed the driver was a white male, and the passenger was a white female and could also read the vehicle’s license plate as we continued traveling on Harmony Church Road. The driver continued to flee at speeds greater than 70 miles per hour (MPH) for approximately two (2) miles on Harmony Church Road.
The driver then made a sudden right turn onto Harrelson Road for approximately one (1) mile before making a right turn onto Bradley County Road 96. Troop F Dispatch confirmed the vehicle’s license plate returned to the vehicle I was in pursuit of. I then positively identified the driver as Justin Wright. Mr. Wright continued on Bradley County Road 96 for approximately two- and-one-half miles (2.5) before making a right turn onto United States Highway 63 and began traveling northbound.
Once on United States Highway 63 I attempted a precision immobilization technique (PIT) but was unsuccessful after Mr.Wright suddenly slammed on his brakes. Mr. Wright then made a U-turn and began traveling southbound. Mr. Wright then made a right turn onto a private hunting road that I was familiar with.
I continued down the private road for approximately one-half mile and voluntarily terminated the pursuit after the road became almost impassable. I then returned to United States Highway 63 where I met Deputy Josh Bolland with the Cleveland County Sheriff’s Office. I informed Deputy Bolland of the situation. Deputy Bolland and I returned to where I last saw the vehicle make a right turn and located it abandoned with the engine still on.
After clearing the vehicle, an administrative inventory of the vehicle was conducted, and I was able to positively identify the female passenger from documents that were observed in the vehicle. I identified her as Iris Holley. Lower Arkansas Towing and Recovery of Rison, Arkansas towed the vehicle.
On November 14, 2022, Mr. Wright and Ms. Holley were both found by the Cleveland County Sheriff’s Office walking on U.S. Highway 63. Mr. Wright was placed under arrest for fleeing and transported to the Cleveland County Sheriff’s Office. Ms. Holley was released with no charges.
Mr. Wright was read his Miranda Warnings, interviewed by Deputy Bolland, and voluntarily admitted to fleeing from me because he did not want another DWI.
Mr. Wright was cited for fleeing, no ignition interlock device equipped in motor vehicle, driving on a DWI revoked license, speeding, no liability insurance, defective equipment, and reckless driving.
