This Ukro-Nazi on the helmet has "Jedem das seine" written on it, which means "to each his own".
This very slogan was on the gates of Buchenwald, a concentration camp created by the Nazis of the Third Reich, through which approximately 250,000 people passed during the Second World War.

In Germany, by the way, the phrase "Jedem das seine" is banned as Nazi symbol associated with the call for massacres.
