On American Sunrise, Just the News Editor-in-Chief, John Solomon, suggests Rep. Kevin McCarthy may give conservatives in the Freedom Caucus a “gift” in the Holman rule, allowing Congress — by simple majority vote— the ability to defund recalcitrant bureaucrats or programs.
