Mr. Marine attempts to justify why the time of a public hand count audit was changed to an earlier time at the last minute and why the public whom he knew wanted to observe didn't in fact need to be allowed to observe by law, even though the law is silent on public observation and SEC policy clearly states the ballot boxes are to be opened publicly.
