Determining capacity for teams when you launch first "Agile Release Train"

When a new Agile Release train is Launched and new teams are formed following SAFe Implementation roadmap, Teams need to know its initial capacity and load.. This helps the team to Plan the work for PI Execution. Team pulls work from the Prioritized Program backlog and Product owner prioritizes the stories in the team backlog. On a new team, each agile Team member except the Product owner and Scrum master are loaded with 8 points and capacity and Load are determined.
Once the capacity and the load for a team are determined then Iterations are executed there by determining the velocity of the team. Velocity of the team is generated once 2 iterations are executed.
Once we execute all the iterations in a PI we can accurately determine the historical velocity of the team and also check to see if a feature is closed During the PI.

The Features that get closed will have the stories closed as well ( DONE STATUS). This will help us to get an idea of how many story points did a feature take to get the work done and Feature moved to done status. Once the feature has been estimated in story points we can derive the cost of the feature by calculating the ART cost per story points.
ART Cost per story point = Total Story Points completed / Budget Per PI Spent. This will give you ART cost per Story Point.
