The suspect, identified as 39-year-old Patrick Lee Hall, reportedly suffered injuries that were not life-threatening. His city of residence was unavailable at press time.
Events unfolded just before 10 p.m. June 26, when an officer attempted a traffic stop on a white Mazda sport utility vehicle at the intersection of North Texas Street at Marigold Drive in Fairfield.
The driver, later identified as Hall, instead sped off, and the officer gave chase.
The vehicles wound their way through the city, ending up near Dahlia Street and Heath Drive, where the video revealed Hall fired several shots at the approaching officer’s vehicle, striking it.
No audio was recorded, but a round was seen striking the patrol car’s windshield and entering the driver’s seat headrest, narrowly missing the officer.
The pursuit continued on Air Base Parkway toward Interstate 80, with Hall driving at speeds of up to 120 mph on the westbound freeway, police said.
In Vallejo, Hall exited onto Highway 37. A spike strip punctured his tires and he stopped near Griffin and Gateway drives.
In the parking lot of a shopping center in the 1600 block of Fairgrounds Drive, video shows Hall exiting the SUV and firing at officers. They fire back.
Officers can be heard screaming “drop the gun,” “he’s on the ground” and “don’t reach for it.”
As officers encounter, handcuff and clear the prone suspect, they begin to assess his wounds and render aid.
Hall was later transported to a hospital for treatment of wounds to an arm and a leg. His gun was recovered at the scene.
On July 1, Hall was booked into Solano County Jail. He remains in custody at the Stanton Correction Facility. He faces charges of attempted murder, evading police, vehicle theft, being a felon in possession of a firearm and being a felon in possession of ammunition.
He also faces charges in connection with three out-of-county warrants: a Lake County warrant citing possession of marijuana for sale; a Contra Costa County warrant citing giving false information to a police officer, obstruction of justice, giving false identification to a police officer and failure to appear in court; and a Napa County warrant citing being a felon in possession of ammunition.
Bail was initially set at about $1 million, but Hall is being held without bail.
His arraignment is set for 8:30 a.m. November 16, Department 23, Solano County Superior Court in Fairfield.
