I heavily suggest you develop your villain first. Why? Because in most cases your villain is already an established part of the world and flush with resources, knowledge, and contacts. This is a load-bearing pillar keeping your story up. Or as I put it, the tracks upon which your heroes' train will run. So while your players or reader will be along the journey from the perspective of the protagonist, it helps to actually have developed your villain first.
