Neil has been a driving force in the patient-based cannabis community for decades. Dedicated to patients first overall, his passion is helping people utilize natural therapy to overcome addiction.
The cannabis substitution project through Serious Hope has helped many in the Vancouver lower east side recover from addiction, and is spreading to other parts of the country, using the model Neil created.
Neil wants to be able to offer the drug legally by obtaining a federal exemption from Canadian drug laws. He submitted an application to Health Canada two years ago.
The application requested the dispensary be allowed to legally possess and distribute cannabis and for the 268 members of its Substitution Project, a program offered through the non-profit Serious Hope Society, to be permitted to carry up to 30 grams of the plant on their persons.
“We launched the program in response to the province declaring overdoses a public health crisis. Our issue has been since cannabis legalization we were required to apply for licenses through the federal government,” Neil said. “They have yet to give us a response.”
Health Canada’s problem with the society is that it works with some unregulated cannabis sources, including unlicensed growers. Although doing this allows it to offer products at a fraction of the cost of regulated weed, it is also illegal under the Cannabis Act.
