#mahsaamini - Why do anti-hijab protests in Iran seem to flare up periodically? (Shia mourning)

In Shia Islam, and Persian culture, people mourn the loss of their loved ones in four different states:
3 days after they pass
7 days.
40 days.
After one year.
The 40th day of Mahsa Amini's death was on October 26th.

Note that at any of these protests, if other protesters are killed, the process begins again. This causes even more headaches for the police and Basij militia.
