Is Romans 13 used as Cover for Cowardice and Compromise?

Is it truly because of a Romans 13 conviction – that "we need to obey the government" – or has that been cover for cowardice and cover for compromise? And exposed that there's no 🔥 in your belly to have a righteous anger and a righteous indignation against injustice and tyranny?
