Ukraine War, Russia-Ukraine War Live Updates: Ukrainian officials on Monday morning reported a massive barrage of Russian strikes on critical infrastructure in Kyiv, Kharkiv and other cities. Part of the Ukrainian capital was cut off from power and water supplies as a result, its mayor Vitali Klitschko said. Officials also reported possible power outages in the cities of Kharkiv and Zaporizhzhia resulting from the strikes. The attack comes two days after Russia accused Ukraine of a drone attack against Russia’s Black Sea Fleet off the coast of the annexed Crimean peninsula, AP reports.

Russia announced Saturday that it will suspend its implementation of a U.N.-brokered grain deal with immediate effect that has facilitated more than 9 million tons of grain exported from Ukraine during the war and has brought down soaring global food prices.

Russia has suspended its part of the deal allowing Ukraine to ship grain from its Black Sea ports safely amid a monthslong war, and it appears that the remaining partners are now left to take their chances.

WHAT HAS THE DEAL ACHIEVED?

The grain initiative has been a rare example of cooperation between Ukraine and Russia since Russia’s invasion in February. Brokered by the United Nations and Turkey, it has allowed more than 9 million tons of grain in 397 ships to safely leave Ukrainian ports. The grain agreement has brought down global food prices about 15% from their peak in March, according to the U.N., and the U.N. secretary-general had urged Russia and Ukraine to renew the deal when it expires Nov. 19. Debris of Russian missile downed by Ukraine lands in Moldovan village
Missile debris landed in the northern Moldovan village of Naslavcea on Monday morning after a Russian fusillade was intercepted by air defences in neighbouring Ukraine, Moldova's Interior Ministry said.

No one was reported hurt but the windows of several residential homes were shattered in Naslavcea, which lies on the border with Ukraine, the ministry said in a statement.

The Russian strike had targeted a Ukrainian dam on the Nistru river that runs through Ukraine and Moldova, Foreign Minister Nicu Popescu tweeted. (Reuters)

Erdogan says Turkey to continue grain deal efforts after Russia hesitates
Turkey will continue its efforts for the Black Sea grain export deal despite Russian hesitancy, President Tayyip Erdogan said on Monday after Moscow suspended its participation in the initiative at the weekend. "Even if Russia behaves hesitantly because it didn't receive the same benefits, we will continue decisively our efforts to serve humanity," Erdogan said in a speech.

Moscow blamed Kyiv for an attack on its Black Sea fleet and on Saturday pulled out of a deal to allow Ukrainian grain shipments for an "indefinite term".

Ukraine says 218 vessels blocked after Russia suspends grain deal
A total of 218 vessels are "effectively blocked" due to Russia's decision to suspend its participation in a grain export deal, Ukraine's infrastructure ministry said on Sunday.

Russia said on Saturday it suspended participation in the U.N-brokered deal to export agricultural produce from Ukrainian ports following attacks on its fleet in Russian-annexed Crimea.

As Ukraine did not have permits from the scheme's Joint Coordination Center to pass through the safe corridor, "218 vessels are ...blocked in their current positions," the ministry said via the Telegram messaging app. The ministry said 95 loaded vessels that had left Ukrainian ports were awaiting inspection for shipment to the final consumer, and 101 empty ones awaited inspection at the entrance to Ukrainian ports.

It said 22 ships with agricultural goods were waiting to leave Ukrainian ports. Ukraine has said the deal, which unblocked three Black Sea ports, has allowed it to export around 9 million tonnes of agricultural cargo so far. (Reuters)

Wheat futures are expected to leap on Monday as Russia's withdrawal from a Black Sea corridor agreement puts Ukrainian exports at risk, analysts said.

Moscow suspended its participation in the Black Sea deal on Saturday, in response to what it called a major Ukrainian drone attack on its fleet in Russian-annexed Crimea. Kyiv said Russia was making an excuse for a prepared exit from the accord while Washington accused Moscow of weaponising food.

Wheat markets have been very sensitive to developments in Moscow's eight month-old invasion of Ukraine, as both countries are among the world's largest wheat exporters.

The establishment of the corridor, which allowed over 9 million tonnes of grain and oilseed commodities to be shipped from Ukrainian ports, helped to steady grain markets and curb global prices after they hit record levels. That relative calm is likely to end when Chicago and Paris wheat, the world's two most-active wheat futures contracts, start their trading week on Monday. Read more

UN chief delays travel to focus on Ukraine's Black Sea grain deal
United Nations Secretary-General Antonio Guterres is 'deeply concerned' about the Ukraine Black Sea grain deal and has delayed his travel to Algiers for the Arab League Summit by a day to focus on the issue, a UN spokesperson said on Sunday.

'The Secretary-General continues to engage in intense contacts aiming at the end of the Russian suspension of its participation,' U.N. spokesperson Stephane Dujarric said in a statement. 'The same engagement also aims at the renewal and full implementation of the initiative to facilitate exports of food and fertilizer from Ukraine, as well as removing the remaining obstacles to the exports of Russian food and fertilizer,' he said.

UNSC Counter Terrorism Committee meet: US, UK, France call for end to Ukraine war, Russia says West supplying arms to Kyiv

As the Russian invasion of Ukraine entered ninth month, the conflict resonated in the UN Security Council Counter Terrorism Committee meet in Delhi on Saturday. While France, the US and the UK attacked Russia for its violent invasion of Ukraine, Russia accused them of supplying Kyiv weapons, which, it claimed, were going into the hands of terrorist organisations.

During the session on ‘Interventions from CTC members’, the representative from France attacked Russia over use of unmanned aerial systems (UAS) by state actors. “On the battlefield, state actors and also states are using drones and unmanned aerial vehicles indiscriminately, violating international law. France will continue to carry the values of multilateralism, democracy and international law in our common fight against terrorism,” he said.
