RCMP Commissioner said in email she had not exhausted all options day before emergency act invoked

An email from RCMP Commissioner Brenda Lucki to the Public Safety Ministers office shows the day before the Emergency Act was invoked, Lucki expressed her view that they have not exhausted all available tools. Interim Ottawa Police Chief Steve Bell agreed they had a plan.
