Scumbag Officer GasPard is back up to his old tricks arresting people for panhandling which has been ruled Unconstitutional by the United States Supreme Court. Officer GasPard, if you remember arrested the Naked Cowboy and the city had to pay $90,000 for the arrest. Now it seems FartPard is only arresting people who are not able to defend themselves.
