Tree Branch Puncture Hole in Roof Shingles - Roof Repair & Full Roof Replacement

Wind storm broke a branch from a tree. When it impacted the roof it penetrated through the shingles, Underlayment, and decking. This property had 3 Layers of Shingles and the insurance carrier was trying to say it was repairable and tried denying the full roof replacement.
