Ottawa Police Chief Bell Redefines "Violence" in his Testimony - Emergencies Act Inquiry

Steve Bell, the Ottawa interim Police Chief, took the stand in the Inquiry into the use of the Emergencies Act. In his testimony, he used the word "violence" several times to describe the behavior of protesters. When questioned in cross examination, he made clear that his use of that word had a different meaning than the more commonly understood definition.
