How will Zinnia DAO votes be weighted?

Q - How will DAO votes be weighted? Is it based on stake, number of people, or something else?
A- Voting power is based on the number of tickets. Any staker can acquire tickets and then has a random chance to be called to vote on proposals. Voting stakers also receive a higher reward than non-voting stakers.
