Who is the Primary Agressor?

Women and children are not receiving equal protection under the law. This dad drove from three counties away to batter his daughter and her mother. Multiple 911 calls made by neighbors told the Police the mother and daughter needed help. When the police arrived they victimized the mother and child, never putting the dad in handcuffs or arresting him even though he was factually the batterer.
