SERCO Covid19 test centre empty

At the height of the covid pandemic, 8th November 2020, I recorded this Covid19 Test centre in Hendon, Sunderland, Tyne and Wear, England.
I had seen this centre often passing by and saw no one everytime.
Yet people I know had been trying for weeeks for covid tests, over and over again & told they were all too busy.
I saw one in Hartlepool, Houghton-Le-Spring, and ALWAYS EMPTY.
