U.S. President Joe Biden said he will consider legislation that would punish Saudi Arabia for joining with its OPEC allies, including Russia, in cutting global oil supply - a potential one-two punch that threatens to both raise U.S. gas prices and increase oil revenue for Russia as it wages its war against Ukraine.
