Permanent Solution to a temporary problem numbers . . . hmm

As someone who considered finding a permanent solution to a temporary issue, I hear the numbers being slung about in what seems to me a frivolous manner. So what is truth and more than that what is at the center of PSTI (permanent solution, temporary issue)
