Human shields are not a useful part of a tactical operation because armies must take care of the logistical needs of these noncombatants. In fact, the problem gets turned on its head as more and more civilians learn that a military unit is in town and has food, water and medical support.
Russia uses your lack of military experience against you. Fight it with knowledge.
