How NATO targeting differs from Russia

NATO does not drop bombs indiscriminately. All targets, including targets involving troops in contact are run through a targeting center at the JOC. There, a team of lawyers decides if a the target has "Military Necessity," follows the "Rules of Engagement" and is not violating STAR. This is applied during every phase of the intelligence cycle. For more information on how targets re selected, read JCS 3-84 "Legal Support"
