In the original, Ren Hell lazily gave it the same race value as the old spray.
This game raises the Firestorm's Special Attack to a high of 135, at the cost of a slight decrease in durability, which doesn't affect a fast attacker like the Firestorm very much. The Firestorm has lost its electric fist and gained the Sunlight and Firebreath, which is a great combination with the Firestorm's 100 speed and 135 special attack.
