Rep. Bill Foster advocates for US citizens to have a digital ID where the government can send funds to individuals immediately as well as for vaccine certificates and similar things.

He is speaking to current fed chair and treasury secretary in 2021.

This would all require a central bank digital currency (CBDC) which is being discussed in the US now by the Fed. This type of digital currency can be programmed including individual reward and punishment for compliance or dissent. These are the signs of technocracy and should be rejected especially digital health passports that may involve mandates.
