Should the Govt Provide?

Do you know what the preamble of the US Constitution says? When it says promote the general welfare, how do you think the government should do that? What if it said provide instead of promote? What is the welfare level they should provide? What would be considered a necessity? Who would it go to? What would be the consequences of that level of government control?
