On Saturday, September 24, 2022, I Trooper Walker Morphis was patrolling northbound on United States Highway 65.
While on routine patrol, I observed a gold Nissan Altima traveling south at a high rate of speed. I confirmed my observation with my front moving radar and locked the vehicle's speed in at 75 miles per hour in a 55 mile per hour zone. I turned around to perform a traffic stop on the vehicle. I activated my emergency equipment and accelerated to a speed of 130 mph. After a short time, I realized I was not catching up to the vehicle. I activated my front moving radar and observed that the vehicle was now traveling at speeds greater than 100 mph in an attempt to get away. I advised ASP-Troop F Dispatch of the situation and pursued the vehicle.
I observed the driver, later identified as Carloterrious Smith, pass two vehicles in the left center turning lane. Mr. Smith continued southbound on US Hwy 65, operating his vehicle recklessly and without due regard for the safety of the public. Mr. Smith then turned onto Peebles Street and traveled at a speed of 60 mph in a 25 mph zone. Mr. Smith then turned onto Front Street and continued to drive very recklessly and at a high rate of speed. Mr. Smith went through a four way stop sign at approximately 80 mph and reached speeds of 90 mph in a 35 mph residential zone. Mr. Smith then turned onto Armstrong Street where he quickly diverted onto a gravel road. This gravel road junctioned South Prospect Street where Mr. Smith pulled into a private residence located at 266 South Prospect Street. Mr. Smith was then commanded out of his vehicle and taken into custody without further incident.
An administative search of Mr. Smith's vehicle was conducted which revealed approximately 2.4 grams of marijuana. This evidence was seized and is being held at Arkansas State Police Troop F Evidence Vault under Evault control number "22- 0925-1300".
Donaldson's Wrecker Service was called and took possession of Mr. Smith's vehicle.
Mr. Smith was transported to the Lake Village Jail and held for a first appearance. Mr. Smith was charged with the following: 5- 54-125 (Felony Fleeing), 27-50-302(Reckless Driving), 5-64-419(Possession Controlled Substance Schedule VI), 27-50-302 (Speeding), 27-51-307(Improper Passing on Left), 27-51-309(Improper Use of Center Left-Turning Lane), 27-14-701(Expired Tags), 27-22-104(No Liability Insurance), 27-51-601(Fail to Obey Stop Sign), 27-16-303(Driving on Suspended License), and 27-51-404(Improper Turn Signal).
