Is COVID Over Or What?

Premiere Biden stated that COVID is finally over. However, just before his statement a bill was passed that gave money to the COVID effort. So, where did all of that money go? If COVID is indeed over the money should be returned, shouldn’t it? Also, if COVID is over then why do we still hear that shots and boosters are available?
