Non Permanent Structure, no permit needed lol

Need a permit for permanent structures ( code says affixed to the ground), so, this is what we came up with. wheels are not attached to the structure but, in 4x4 on 5/8" rod. moves on an x y . move one direction, lift, reposition the four wheels to move the other way
