suggestion how WHO can help future pandemics

To answer your question “Based on your experience with COVID-19 pandemic, what do you believe should be addressed at the international level to better protect against future pandemics?”

I think that the WHO should cease to exist and transfer all its functions to the World Council For Health (WCH), which is an international organization that is actually capable of helping the world populations to get through future pandemics, in sharp contrast to the WHO which proved to be an unmitigated disaster.
