Problem: In a test, the test takers get a grade of Not Meeting Expectations, Partially Meeting Expectations, Meeting Expectations, or Exceeding Expectations. 1/7 of the test takers exceeded expectations, 1/4 were meeting expectations, 1/3 was partially meeting expectations. If there were less than 100 test takers, how many people were not meeting expectations?
