Why Isn't Spurgling Illegal Like Stealthing??

Sperm Jacking, aka Spurgling, as the term to define “the involuntary collection of a man's sperm, generally committed by females who desire to have a child with a male with no such desire. This is somehow not illegal despite it going against a man's consent and is only achieved by the sperm being stolen. I believe it should be illegal, much like Stealthing is, but the cowardly government wont make it as such. Which begs the question, why??
