Hundreds of thousands if not millions of $$$ spent on coloured city logo stickers.

Why you may ask??

To be strategically placed in areas where “easier potential victims” could be picked up with very less risk. They communicate with each other in code by using symbols and colours.

Placed in areas like an ❌ on a treasure map.

Street runners wear a particular colour mainly red 👠👠 on their clothing. They too are easily identified by other members in their “club”.

Law enforcement does not intervene.
They do not get in their way.
The red is the giveaway 👠👠
