Four-star General Laura Richardson is commander of United States Southern Command who, during a recent panel at the America's Summit, waxed enviously about the rich natural resources of South America, including lithium, sweet crude and other valuable commodities.

Practically drooling, Richardson explained that the United States, in its national interest, would have to exploit these resources before other competing nations got their hands on them.
