Founder of The Brownstone Institute, Jeffrey Tucker, notes that media has only ever acted as a watchdog of the elected state, not the administrative state.

Entrenched bureaucracies (a.k.a. 'the swamp') can't be fired at elections and have deep connections to journalists who never attack them. 'They protect each other' because they rely on one another to rise in their careers.

So media goes after elected politicians hard whilst covering for the actual administrators of power - the swamp.
