Off-Duty Chicago Police Officer Charged After Video Shows Him Kneeling on Teen's Back

Michael Vitellaro, 49, pinned a 14-year-old boy to the ground after the off-duty sergeant found the boy touching his son's stolen bike.

Vitellaro was charged with felony official misconduct and aggravated battery.
