The images will likely be exploited by Ukraine and media to support the claim that the plant is a valid military target. The head of the Ukrainian power company Enerhoatom, Petro Kotin, previously stated to BBC that there are 500 Russian soldiers and rocket launchers in the area. Russia responded saying there are no heavy weapons on the territory and they are just guarding it. Russia said it has welcomed international monitors to the plant since as early as June but the mission was cancelled. Bloomberg reported Russian invitations in early August. IAEA Director-General Rafael Mariano Grossi said he also needs permission from Ukraine’s government. Ukraine has not been willing to provide permission while Russia controls the plant. President Zelensky demanded the return of the plant to Ukrainian control in a nightly address. The UN supports inspection by the IAEA and proposes a demilitarized zone around the plant using UN security.

We note that even if there are military vehicles at the plant attacks could be considered a crime due to the proportionality rule of international humanitarian law: https://ihl-databases.icrc.org/customary-ihl/eng/docs/v1_rul_rule14
