This passage is titled "Share The Sufferings of Christ." To understand the meaning of verse 17, we need to draw context from the entire passage, especially verse 12, where we read of a fiery trial of our testing. We will suffer the same judgment and persecution from the world that Christ did. Verse 17 declares that our testing will separate genuine believers from those who fall away; this is the judgment Peter speaks of. Our suffering now is that separating judgment. If we endure suffering in this world for Christ, Peter asks, "how bad will it be for the unbelievers if this is what we suffer?"
